  Questions about Block D linger in aftermath of auction

  The 700MHz auction is over, but the FCC's ballyhooed Public/Private partnership is on ice after bidding on Block D fell well short of the $1.33 billion reserve. Inquiring minds want to know what's going to become of Block D and the FCC's plans for a nationwide public safety network.
